Electric kick scooter or otoped: small, cheap to charge, but regulated

An electric kick scooter in Indonesia is a scooter with a footboard ridden standing up, different from a plated electric motorcycle or an electric bicycle. People often call it an otoped, but in Permenhub 45/2020 the otoped is a separate, slower category, so the two are not exactly the same. Because its battery is small, its charging cost is small too. But because of its shape and speed, an electric kick scooter falls into a certain-vehicle category that is regulated on speed, rider age, equipment, and where it may be ridden.
