SPKLU Tariff and Types in Indonesia

How much does it really cost to charge an electric vehicle (battery electric vehicle / BEV) at an SPKLU, and why can the figure differ from one station to the next in Indonesia? Part of the answer lies in the official tariff rules: there is a per-kWh energy tariff, and for fast charging there is an additional per-session service fee whose ceiling the government has set. This guide focuses on the tariff and classification side of SPKLU: the service-fee ceilings under the ESDM decree, the four SPKLU power tiers, and how the terms SPKLU, SPLU, and SPBKLU differ. For the practical steps of how to plug in and use an SPKLU, see the separate guide linked below.

The two parts of an SPKLU tariff: energy and service fee

An SPKLU tariff is made of two distinct parts. The first is the energy tariff, the price per kilowatt-hour (kWh) of electricity that flows into your battery. The second, only for fast charging, is a per-session service fee: a one-off flat charge each time you charge, regardless of how many kWh you add. Understanding this split explains why a bill at a fast SPKLU feels higher than simply multiplying the kWh by the energy tariff.

The service fee for fast charging is set by the government through Keputusan Menteri ESDM Number 182.K/TL.04/MEM.S/2023 on the service fee for charging at SPKLU. The rule sets a ceiling, not a fixed price: for fast charging, the service fee is at most about Rp25,000 per single charging session, and for ultrafast charging at most about Rp57,000 per session. Because these are maximums, an operator may set a lower figure. Treat the service fee as a snapshot, because the rule is reviewed periodically, so always check the cost breakdown in the operator's app before you start a session.

One key point: this per-session service fee applies only to fast charging and ultrafast charging. Slow and medium charging carry no service fee at all; you pay only for the energy used per kWh. That is why slower AC charging at an SPKLU is often cheaper on the total bill, even though it takes longer. Sources: Kompas (otomotif.kompas.com); Kompas.tv, as of 2026-06-02.

The four SPKLU power tiers

SPKLU in Indonesia are grouped into four tiers by the charger's power output, which determines how fast the battery fills. Slow charging delivers up to 7 kW; it is the slowest, typically AC, and usually for charging while parked for a long stretch. Medium charging sits above 7 kW up to 22 kW, also typically AC, suited to one-to-two-hour parking spots such as malls or hotels. The top two tiers are DC fast charging. Fast charging delivers above 22 kW up to 50 kW, suited to toll rest areas and intercity routes. Ultrafast charging delivers above 50 kW, the highest tier, for strategic locations with heavy EV traffic. These two tiers are the ones that carry the regulated per-session service fee under the ESDM decree above, while slow and medium do not. These tiers describe the charger's capability, not the exact speed you will get. Real-world speed is also limited by your car's peak charging power and the battery charging curve, which slows above roughly 80%. To estimate the real time and cost for your car at each power tier, use the charging cost calculator on this site and pick the matching charger power.

SPKLU vs SPLU vs SPBKLU

These three abbreviations are often confused, yet the infrastructure differs and is governed by Peraturan Menteri ESDM Number 1 of 2023 on the provision of charging infrastructure for battery-based electric vehicles. SPKLU (Stasiun Pengisian Kendaraan Listrik Umum) is a public charging station for electric cars, with AC or DC chargers across the four power tiers above. This is the one whose tariff this guide covers. Sources: Permen ESDM 1/2023 (jdih.esdm.go.id); Ditjen Gatrik ESDM; Hypeabis (hypeabis.id), as of 2026-06-02.

SPLU (Stasiun Penyediaan Listrik Umum) is different: it is essentially a public power socket, originally for street vendors and general use, where the user brings their own charger. An SPLU is not a dedicated EV charging station, so its power is small and it is not built for fast charging. SPBKLU (Stasiun Penukaran Baterai Kendaraan Listrik Umum) is different again: it is a battery-swap station, mainly for electric motorcycles, where an empty battery is exchanged for a charged one in minutes rather than recharged on the spot. Frequently asked questions

What are the fast and ultrafast charging service fees at an SPKLU?

Under Keputusan Menteri ESDM Number 182.K/TL.04/MEM.S/2023, the per-session service fee is a ceiling: fast charging is at most about Rp25,000 and ultrafast charging at most about Rp57,000 per single charging session. This service fee is on top of the per-kWh energy tariff and applies only to fast charging; slow and medium charging carry no service fee. Because these are periodically reviewed maximums, an operator may set a lower figure, so check the breakdown in the app. Sources: esdm.go.id; gatrik.esdm.go.id; Kompas (otomotif.kompas.com), as of 2026-06-02.

What are the SPKLU types or tiers by power?

SPKLU in Indonesia are split into four power tiers: slow charging up to 7 kW, medium charging above 7 kW up to 22 kW (both typically AC), fast charging above 22 kW up to 50 kW, and ultrafast charging above 50 kW (both DC fast charging). The higher the tier, the faster the charge, but fast and ultrafast also carry a per-session service fee. Sources: Kementerian ESDM via Kompas (otomotif.kompas.com); Espos.id, as of 2026-06-02.

What is the difference between SPKLU, SPLU, and SPBKLU?

SPKLU (Stasiun Pengisian Kendaraan Listrik Umum) is a public charging station for electric cars. SPLU (Stasiun Penyediaan Listrik Umum) is essentially a public power socket where the user brings their own charger, not a dedicated EV station. SPBKLU (Stasiun Penukaran Baterai Kendaraan Listrik Umum) is a battery-swap station, mainly for electric motorcycles, where an empty battery is exchanged for a full one in minutes. All three are governed by Peraturan Menteri ESDM Number 1 of 2023. Sources: Permen ESDM 1/2023 (jdih.esdm.go.id); Hypeabis (hypeabis.id), as of 2026-06-02.

Why is the total at a fast SPKLU more than just kWh times the rate?

Because fast charging has two parts: the per-kWh energy tariff, plus a per-session service fee (at most about Rp25,000 for fast and Rp57,000 for ultrafast under ESDM decree 182.K/2023). The service fee is fixed per session, so if you add only a little energy, the service-fee share feels large relative to the kWh. For routine charging in Indonesia, charging at home on the residential tariff with no service fee is usually far cheaper. Sources: ESDM decree 182.K/TL.04/MEM.S/2023 via esdm.go.id; Kompas.tv, as of 2026-06-02.

Do slow and medium charging at an SPKLU carry a service fee?

No. The service fee set by ESDM decree 182.K/TL.04/MEM.S/2023 applies only to fast charging and ultrafast charging. For slow charging and medium charging, the user pays only for the energy used per kWh with no added service fee. So slower AC charging is often cheaper on the total bill, even though it takes longer.
